2021 Fall Ball Rules

Dublin, Livermore, San Ramon, Pleasanton

The Fall Ball Program was developed so children who want to continue to play baseball after the regular Little League season is over can do so. The program has been intentionally organized to be a training and development league, instead of competitive. The purpose behind this is so fundamentals can be stressed instead of winning and losing.

The following are rules for each division that all leagues should follow. All division rules primarily follow the rules as set forth in the 2021 Little League Official Regulations and Playing Rules handbook.

Before each game, coaches should meet to acknowledge understanding and adherence to these common rules agreed upon by each league.

All games are intended to be casual, fun and non-competitive.

General – Applies to ALL Divisions

1. Infield warm-up prior to the game can only be taken if time permits or if there is no game after your game.

2. All players will participate in each game for a minimum of 6 defensive outs.

3. Continuous batting order shall be used.

4. Teams cannot play with less than 7 players. Teams can borrow players from the other team or other teams in the league.

5. Two adult base coaches are allowed. A player may be a base coach as long as he/she wears a helmet.

6. If players show up late they are added to the bottom of the lineup.

7. There is no on deck circle in Little League. Only the batter is to have a bat in their hands. (Jr’s exempt).

8. All players are to wear protective supporters during games and practices.

9. Only feet first sliding is allowed. If any player slides headfirst they will be ruled out.

10. Since these games are intended to be non-competitive there will be No “official score”. Thus if the home team is “winning” in the last inning, they still bat.

11. 10 run rule is not in effect for Fall Ball.

12. There are to be no protests.

13. There must be at least one adult in the dugout at all times.

14. Teams are encouraged not to “run up the score” – If your team is getting 7 or more runs ahead of the other team, use this time as an opportunity to teach bunting or switch hitting or positions that need work.

T-Ball Division

Ages 4-5 with no experience

1. Time Limit: 75 minutes or better yet a mutually agreed inning ending between the 2 coaches. At this age level, depending on the day (time, heat etc.) sometimes it is best to go with the flow!

2. No Scorekeeping.

3. All players shall hit off a tee. Batting order continuously through the lineup. Take kids off the bases with outs but the inning is through the lineup and not 3 outs.

4. Base Running- Base to base. No bases on overthrows.

5. This level will stress the fundamentals of baseball including, hitting, throwing and fielding.

6. Each player is to have the opportunity to play both infield and outfield each game.

7. All positions are to be rotated every two innings unless a position places a player in danger.

8. 60-foot base paths will be utilized.

Rookie (Coach Pitch / TEE) Division

Ages 4-5 (who have baseball experience), 6 year olds who are new to baseball

Five pitches will be thrown to the batter by the coach/manager (short toss pitches okay). The adult pitcher may choose an appropriate distance. If the batter does not hit the ball after five coach pitches, he/she will be permitted to hit off a Tee.

1. This level will stress the fundamentals of baseball including, hitting, throwing and fielding.

2. Each player is to have the opportunity to play both infield and outfield each game.

3. All positions are to be rotated every two innings unless a position places a player in danger.

4. 60-foot base paths will be utilized.

5. No advancing on an overthrow.

6. Runners must stay in contact with the base until the ball is hit. No stealing.

7. The defensive team will be allowed to have 10 players on the field, i.e. four outfielders.

8. Only traditional infield positions are allowed on the dirt infield, i.e. cannot position players from the outfield around the infield. Outfielders must be positioned on grass outfield.

9. There are no strikeouts and no walks.

10. Inning ends after three outs OR one continuous cycle through the batting order.

11. When a batted ball is returned to any infield player, all runners must return to the base last touched.

12. If the batter fouls off the last pitch an additional pitch will be given. The “at bat” cannot end with a foul ball.

13. Games will last 1½ hours. Do not start a new inning after 1 1/2 hours.

Single A (Machine Pitch) Division

Ages 6 (who played rookie prior), 7, and 8 year olds who are new to baseball

1. The game will consist of 1 3/4 hours or six innings, whichever comes first. Do not start a new inning after 1 1/2 hour.

2. The batter shall receive five (5) pitches from the machine. If a player swings and misses 3 times, it is a strikeout. If the batter fails to hit the ball in fair territory, this batter will be out. The at bat cannot end on a foul ball.

3. Batter cannot walk.

4. No advancing on an overthrow.

5. Free defensive substitution will be allowed.

6. Each player is to have the opportunity to play both infield and outfield each game.

7. All runners are to return back to their base when the ball is returned to the Pitcher, after each pitch.

8. Runners must stay in contact with the base until the ball is hit. No stealing.

9. Inning ends after three outs OR one continuous cycle through the batting order.

10. 10 players allowed on defense

Minors Division (AA) Division

Ages 7 (who played Single A prior), 8, and 9 year olds who are new to baseball or played Single A prior

1. The game will consist of 1 3/4 hours or six innings, whichever comes first. Do not start a new inning after 1 1/2 hours.

2. If no umpires are present by game time; coaches and/or parents are expected to umpire.

3. 10 players allowed on defense.

4. Parent/coach umpires will stay behind the pitcher’s mound.

5. No arguing or questioning ball and strike calls.

6. Pitcher is allowed to pitch no more than 35 pitches in a game and no more than 2 innings in a game. If a pitcher is removed, he or she may not re-enter as the pitcher.

7. If a player plays catcher more than 3 innings, they are not allowed to pitch that game.

8. Free defensive substitution will be allowed.

9. Each player is to have the opportunity to play both infield and outfield.

10. The 5 run per inning rule is in effect.

11. Bunting is allowed and Infield fly rule is enforced.

12. As Manager – you are responsible to not run up the score.

13. If the catcher has the ball and throws it back to the pitcher, then it is a dead ball and the runners may not steal.

14. Only 1 base on an overthrow, runner cannot advance home on an overthrow at third.

15. A runner on third has to be batted in.

16. No stealing home.

17. With bases loaded, a player cannot walk. If they are issued 4 balls, the coach will come in and pitch from the mound and finish the at-bat. If the batter had 0 strikes, the coach will pitch 3 pitches. If the batter had 1 strike, the coach will pitch 2 pitches and with 2 strikes on the batter the coach will only deliver 1 pitch.

Minors Division (AAA) Division

Ages 9 (who played AA prior), 10, 11 year olds

1. The game will consist of 1 3/4 hours or six innings, whichever comes first. Do not start a new inning after the 1 1/2 hour mark.

2. Pitcher is allowed to pitch no more than 35 pitches in a game and no more than 2 innings in a game. If a pitcher is removed, he or she may not re-enter as the pitcher.

3. If a player plays catcher more than 3 innings, they are not allowed to pitch that game.

4. Free defensive substitution will be allowed.

5. Each player is to have the opportunity to play both infield and outfield.

6. The 5 run per inning rule is in effect.

7. Bunting is allowed and Infield fly rule is enforced.

8. As Manager –you are responsible to not run up the score.

9. No drop third strike.

Majors Division

Ages 9/10 (who played AAA last year), 11, and 12 year olds

1. This Division will play 46/60 according to the Little League Regulation Book – with the following exceptions:

2. The game will consist of 1 3/4 hours or six innings, whichever comes first. Do not start new inning after 1 1/2 hours.

3. Pitcher is allowed to pitch no more than 35 pitches in a game and no more than 2 innings in a game. If a pitcher is removed, he or she may not re-enter as the pitcher.

4. If a player plays catcher more than 3 innings, they are not allowed to pitch that game.

5. Free defensive substitution will be allowed.

6. Each player is to have the opportunity to play both infield and outfield.

7. The 5 run rule per inning is in effect.

8. As Manager –you are responsible to not run up the score.

9. Third drop strike rule in effect.

Intermediate Division

Ages 11 (who played Majors last year), 12, and 13 year olds

1. This Division will play 50/70 according to the Little League Regulation Book – with the following exceptions:

2. The game will consist of 1 3/4 hours or seven innings, whichever comes first. Do not start new inning after 2 hours.

3. Pitcher is allowed to pitch no more than 50 pitches in a game and no more than 2 innings in a game. If a pitcher is removed, he or she may not re-enter as the pitcher.

4. If a player plays catcher more than 3 innings, they are not allowed to pitch that game.

5. Free defensive substitution will be allowed.

6. Each player is to have the opportunity to play both infield and outfield.

7. The 5 run rule per inning is in effect.

8. As Manager –you are responsible to not run up the score.

9. Third drop strike rule in effect.

10. Head first sliding and utilizing an on deck batter is allowed.
